The nation recognizes Menlo Park as the epicenter of venture capitalism and home to Facebook; yet one area within our city, the Belle Haven neighborhood, has not shared the typical successes of a prospering economy, and has been the focus of revitalization and redevelopment efforts since 1981. For many years, Belle Haven was plagued with gang violence and associated crime. The City hired Robert Jonsen as Police Chief in February 2013. With the new chief in place, the department immediately established two primary goals, 1) reduce gang violence within the Belle Haven neighborhood and 2) strengthen the public’s trust in the department’s ability to keep them safe. Even though the mission was very straightforward, accomplishing it was not so simple. By design, the strategic planning process coincided with the neighborhood visioning process. In 2013, the group held forums to identify the top concerns/issues: gangs, violence, traffic and lack of a cohesive program for community involvement in the public safety strategy. A comprehensive analysis of crime data (2010-2013) indicated that a vast majority of the shootings originated at three rental properties within the Belle Haven neighborhood. Furthermore, each of these property owners lived out of the area and remained unaware of the ongoing problems. Police staff contacted the owners and tenants to create a plan to address the problems. Within six months of collaboration, the families found suitable alternative housing. Since November 2013, no more shootings have occurred, which allowed the department to focus on traffic safety, juvenile issues and enhancing relationships. One of the department’s first steps to become a safer community and earn the trust of residents was to connect more closely with those living and working in the community. Therefore, the Chief formed a “Community Advisory Group” of residents and local business owners. The group meets monthly to provide open lines of communication for members to identify crime and community issues affecting their area. The advisory group collaborated to develop comprehensive and coordinated plans that targeted neighborhoods with the most pressing challenges. Traffic is always a primary concern, and this group took the lead in formulating the police strategic plan on traffic safety. The strategic traffic plan includes enforcement around all local schools and educating students and parents about bicycle and traffic safety. In April 2014, the department presented a “Citizen’s Academy” to ensure that residents understand our community policing philosophy. Residents attended sessions one night per week for nine weeks. They learned how local government works, how services are provided and how everyone can together to make the city a better and safer place to live. Currently, 23 residents have graduated and are now actively engaged in their neighborhoods. This success led to the creation of a similar Youth Academy, which graduated 17 teenagers in its first year. Menlo Park’s demonstration of commitment to community policing is evident in all aspects of enforcement by the advisory group becoming a leader of our strategic traffic enforcement plan; the community service officers attending every Neighborhood Watch meeting; the collaborative strategies utilized to reduce gang violence; and integrating an officer into schools to build relationships and provide guidance for at-risk youth. One example is the department’s monthly “Friday Night Lights” event held during football season by a rotating patrol team. It allows officers to engage with youth in a fun “tailgate” atmosphere where they autograph team photos, enjoy food and snacks and receive memorabilia such as footballs. “Friday Night Lights” is Menlo Park’s version of “Coffee with a Cop.” Results In addition to the dramatic increase in community engagement and participation throughout the Belle Haven neighborhood, the crime rate decline has been impressive. By the end of 2014, crime over the previous two years in the Belle Haven neighborhood declined 47 percent over 2013, and 12 percent throughout the entire city. While success can be with statistical data, there must also be consideration for the marked increase in community involvement and public recognition. In September 2015, the League of California Cities named Menlo Park a recipient of the Helen Putnam Award for Excellence in Public Safety. The Menlo Park Police Department model is a prime example of how a community policing philosophy with a combination of partnerships and city resources can problem solve and increase public trust.

Sand can be anything that has been worn down until it’s reduced to some tiny, essential fragment of what it once was: a granite pebble from the mountains; coral from the sea; obsidian from a volcano; even skeletons of microscopic sea animals. It's also a technical term. Bigger than sand, that’s gravel, smaller? Silt. By studying the composition and texture of sand, geologists can reconstruct its incredible life history. “There’s just a ton of information out there, and all of it is in the sand,” said Mary McGann, a geologist at the United States Geological Survey in Menlo Park, CA. McGann recently took part in a comprehensive research project mapping sand’s journey into and throughout San Francisco Bay. Patrick Barnard, another USGS geologist who helped oversee the project, said that it will help scientists understand how local beaches are changing over time. In particular, Barnard wants to understand why beaches just south of San Francisco Bay are among the most rapidly eroding beaches in the state. From 2010-2012, Barnard and his team sampled beaches, outcrops, rivers and creeks to track sand’s journey around the bay. They even collected sand from the ocean floor. The researchers then carefully analyzed the samples to characterize the shapes, sizes, and chemical properties of the sand grains. Barnard said the information provides a kind of fingerprint, or signature, for each sample that can then be matched to a potential source. For example, certain minerals may only come from the Sierra Mountains or the Marin Headlands. “If we’ve covered all of the potential sources, and we know the unique signature of the sand from these different sources, and we find it on a beach somewhere, then we basically know where it came from,” explained Barnard. And those species aren’t the only things finding their way into the sand. Manmade materials can show up there, too. McGann has found metal welding scraps and tiny glass spheres (commonly sprinkled on highways to make road stripes reflective) in sand samples from around the bay. “All of these things can get washed into our rivers or our creeks, or washed off the road in storm drains,” explained McGann. “Eventually they end up in, for example, San Francisco Bay.” By piecing together all of these clues – the information found in the minerals, biological material and man made objects that make up sand – the researchers ended up with a pretty clear picture of how sand travels around San Francisco Bay. Some sands stay close to home. Rocky sand in the Marin Headlands comes from nearby bluffs, never straying far from its source. Other sands travel hundreds of miles. Granite from the Sierra Nevada mountains careens down rivers and streams on a century-long sojourn to the coast. In fact, much of the sand in the Bay Area comes from the Sacramento and San Joaquin rivers, with local watersheds also playing an important role in transporting sand to the beach. "Because it was shallower than normal, people in the vicinity felt more intensified shaking than usual for an earthquake of this magnitude," said Keith Knudsen, deputy director of the Earthquake Science Center at the U.S. Geological Survey in Menlo Park.
